Aside from the cost, there are some other factors you may want to consider when deciding whether or not to use permanent eye makeup.  Among other things, it is important to realize that micropigments are essentially a form of ink.  If you tend to be concerned about the long term effects of permanent tattoos, then you may want to avoid this form of eye makeup.  In addition, once you have the colors around your eyes changed in this manner, it may be difficult, if not impossible to remove the dyes later on.  As a result, if the colors start to fade over the years, it may look very unattractive.
